It’s completely normal for your toddler (or even older child) to be fascinated or even obsessed with makeup. Why wouldn’t they be? With it’s bright colors and textures of course they’re going to want to put it on themselves. It’s a form of play, and nothing to be worried about, unless they’re getting into your expensive makeup and then it might be time to hide it away.
Lots of children love to dress up and play pretend, and being obsessed with makeup is just another way for them to be creative and express themselves. Children especially enjoy imitating adults, experimenting and discovering their own interests. Cosmetics, just like face paint, are a particularly fun and harmless way for them to be creative.

You should treat this fascination just like any other childhood phase. Don’t react too strongly to it, or it may increase their attachment and obsession with makeup. However, it is entirely acceptable to set boundaries and limits. Set rules for makeup, eg they’re only allowed to use certain products at certain times, they can wear makeup at home, but not to daycare/school/other people’s houses etc.
Always supervise your child while they are playing with makeup too. I don’t know about you, but I’ve been putting on makeup for a long time and I can’t even begin to count the amount of times I’ve stabbed myself in the eyeball with mascara or eyeliner.
